These hidden credit lines:
- Artificially inflated customer borrowing
- Crushed credit ratings
- Triggered covenant breaches
- Forced thousands into “restructuring divisions” like RBS GRG
- Enabled banks to seize assets, properties, and livelihoods
This wasn’t an accident.
It was profit by engineered distress.
Whistleblowers confirm that every swap or fixed-rate loan carried:
- Day-one hidden commission (“Added Value”)
- Predictive future losses (“PFE”)
- A 15–20% uplift to avoid internal approvals
All booked in the customer’s name, secured against the customer’s property — and never disclosed.
It was, in effect, a second mortgage the customer did not know they had.
2. How Banks Profited by Destroying Their Own Customers
When rates collapsed in 2009, banks were protected — customers were not.
The swaps moved massively “in the money” for the banks, ballooning the hidden credit lines and tipping customers over their loan-to-value covenants. In many cases, even profitable businesses were instantly reclassified as distressed or “non-core”.
Once inside GRG or equivalent units:
- Overdrafts were cut
- Fees and penalties were layered on
- Assets were transferred at undervalue
- Personal guarantees were weaponised
This was not restructuring — it was harvesting.
The internal documents show that NWG had already classified 3 million customers as “non-core” by early 2009, targeting them for removal, not support.
SMEs did not pay for their mistakes.
They paid for the banks’ recapitalisation.
3. The Biggest Scandal: Regulators Helped Conceal It
The report presents deeply troubling evidence that the Financial Conduct Authority:
- Breached whistleblower confidentiality
- Misled MPs, including Sir Norman Lamb
- Denied the existence of documents that did exist
- Ran secret investigations never disclosed to Parliament
- Covered up the core fraud in the IRHP and GRG Reviews
This is regulatory capture in its clearest form.
The FCA repeatedly refused to examine the hidden credit lines — the mechanism that caused the harm — and instead confined inquiries to the symptoms (mis-selling, customer service failings). The Swift Review excluded the fraud entirely. The GRG Review ignored the original causes of engineered distress.
Victims were blamed for the destruction inflicted on them.
As the report states:
“This was not mis-judgment or mis-selling — it was a business model.”

The testimonies in this report are harrowing and credible. Architects, care-home owners, farmers, builders, doctors — all targeted because they had assets the banks could seize.

And if these practices remain unpunished, they may be used again.
