Many large financial institutions now publish detailed “Responsible AI” statements. They highlight fairness audits, human oversight, and ethical governance. Yet these same principles are often self-defined, self-tested, and self-policed — with no independent scrutiny or representation from the people most affected by automated decisions.

the organisation defines what is ethical, tests itself against those definitions, and declares success.

How Good Frameworks Can Go Wrong

Even with the best intentions, “Responsible AI” can fail consumers when:

  • Bias is built into the data. Historical lending or collections data can encode unfairness that AI simply learns to repeat.
  • Transparency is one-sided. Banks may know how models make decisions, but customers rarely see the reasoning or can challenge it effectively.
  • Automation replaces empathy. AI tools in debt collection or fraud detection can trigger automated actions that feel impersonal, intimidating, or unjust.
  • Ethics becomes branding. When the same teams promoting “ethical AI” also design the systems, it risks becoming public-relations reassurance rather than genuine reform.

The Deeper Issue: Structural Trustworthiness

The problem is not technology — it is structure. Trust in AI depends on who governs it, who benefits from it, and who is protected by it.

Structurally trustworthy systems:

  • Invite independent oversight.
  • Include citizen and consumer voices.
  • Publish external audit findings.
  • Offer clear redress when harm occurs.

Structurally untrustworthy systems, by contrast, centralise control, exclude outside challenge, and manage accountability internally.

A Call for Shared Governance

The Academy of Life Planning believes that responsible AI in finance must be co-governed. Ethical assurance should involve not only technologists and executives, but also consumers, civil-society advocates, and those with lived experience of financial harm.

AI should restore fairness and dignity — not reinforce the very structures that caused harm in the past.
